The architecture mixes retro and classical elements, and the principal architect was Ivan Zagoretskiy. The palace hosts conferences, official ceremonies, exhibitions in its foyers, symphonic and chamber concerts, theatre and festivals. The main hall holds about a thousand people. It is an events venue run under the State Chancellery; access depends on the scheduled event.
